This is the underground government agency called the decagon. After 911 hit the pentagon, they decided they needed a more secretive place to keep defence up incase of another pentagon attack. Of course the main building to respond to emergancies is the pentagon, so the decagon isn't used much. Its located deep underground, so no satellites detect it. Its cold and dark, with many levels and metal tunnels. Very high-tech and somewhat like what you saw in Resident Evil, only real... more or less.
